At sunset the light crosses far more atmosphere, so the blue scatters away and mostly reds and oranges reach your eyes.
Near the horizon sunlight travels through much more air, and the short blue wavelengths are scattered out along the way, leaving the warm end of the spectrum.
It's Rayleigh scattering over a longer path: the low sun loses its blue on the way through, so what's left looks orange and red.
